Well, that's Jigoku Shoujo for you; the characters would rather hire a murderer and spend an eternity in hell than think of more rational and "mature" solutions. The "human doll" episode (forgot its number) showed just how flawed the characters think. Even if you do get rid of your bully / oppressor / whatever, that doesn't mean your life will be perfect from now on. It's much better to learn how to tackle your own problems yourself than spend an eternity in agony. Ironically, the place they (the people using hell link) are going to also has the one they sent there in the first place, meaning the bully might meet the victim once more, which the victims didn't consider at all prior to entering the covenant with Enma Ai. Well, the "mutual hell" episode aside.
In my opinion, it's a little like what your Mayoiga review says; Jigoku Shoujo is a great concept with an appalling execution.
You know its probably too late to complaiin about that in s4 when this ffairly unrealiistic characteer making was the same as s1. S3 was retarded beyond limits. S4 is even more fun than s1 imo
