First off, the "Wish Fulfillment" aspect. I don't see what's so appealing in this fantasy, yeah the goddess is hot, but she's also an idiot. It'd be one thing if the guy had the hots for her, but he really couldn't care less. You could say it's wish fulfillment to have her drooling over the guy, but that's because all he does is work out obsessively. I don't know many fans of the Isekai genre who would say they wish their quest would be treated as a neurotic, anti-fun chore filled with incompetent allies.
Secondly, the "Pandering" aspect. Calling Japan irrelevant in this instance is just flat-out ridiculous. It's a Japanese anime adaptation of a Japanese light novel inspired by other Japanese stories that are also set in another world. It's like wondering why so many Hollywood movies take place in America.
Not being a fan of gag comedy is something that's more subjective and I could understand ruining the show for you, but gag comedy is still a form of comedy regardless of whether you found it funny or not so I don't understand the genuine humor aspect. I don't even think that's the most damning critique you could give based on its comedy style. The way they use comedy seriously undercuts any dramatic weight the show tries to build up; you know nothing any of the other characters do will matter because Seiya is always stupidly over-prepared for any situation that he comes across. Seiya is also rather unlikable to the point where it killed a lot of the comedy they attempted.
The "low effort pandering" argument is also fairly weak unless you consider any isekai at all to be pandering, given the trend's popularity. It obviously draws very heavily from KonoSuba, but otherwise looks very different not only from most isekai, but most anime period.
Your last sentence criticizing the show where you don't even get the number of episodes right honestly says a lot more about how you look at shows than the show itself. Cautious Hero is no doubt riddled with flaws that ruin enjoyment, but your cynicism is ironic given how base your own critique is.
