it's because harems as a concept are originally optimized for visual novels and eroge where every girl would just have her own route in such scenarios, thus everybody's happy
harems don't really work in a linear format very well (unless every harem anime had an equivalent to Momo in order to try and satisfy everyone simultaneously lol)
I don't *mind* shows focusing on the characters alone as long as you're prepared for it coming into it, as then you can just watch it more for the comedy aspect than the actual lovey dovey aspects. Of course it's generally better if there is some real progress as well but it's a different kind of show in that case ^^
