I try judging an anime/manga based on story and character quality over all, then toward uniqueness, cliché quality management, and adherence to own boundaries.
As such, while I loved Paprika and have watched it 5 times, just that I'm sure of (and certainly will again), it's still only rating a 7 due to points of blatant predictability as well as points that made for great entertainment and interesting detail, but actually failed to make sense given the boundaries of the world that had otherwise been followed from the onset, unless guesses and assumptions end up being made in post.
For relation, Cowboy Bebop is a 10, not because it is the most enjoyable thing for me to watch, but because for all the above reasons, and 3 times watching it over, the only point I can say might even be questionable is that Julia is aware of Faye's connection to Spike. (I also ignore Episode 21 because it honestly feels like it was written by an unrelated team, for a different show that was trying too hard to force an idea down your throat, and just shoehorned into the Cowboy Bebop universe).
