Ratings:
I never rate anything below 5, as those are reserved for TV shows, documentaries, musicals, etc. Anime is always 5 or above.
Aspects I take in consideration while rating:
Animation
Story
Characters
Technical
Artistic
5 - Why did I watch this?
It basically means I don't know what the hell made me watch this but I did, it's either so dull or uninteresting that I wouldn't watch this unless I was at gunpoint or I had something equally as compelling to that effect. To earn this rating the series would have to be simply the embodiment of failure, every single aspect that might be of value, including animation, story, characters, technical, and artistic has to fail and make me wonder if the people making this did it with the sole purpouse of mocking animation altogether.
Hadn't stumbled upon anything that bad to this point, and if I ever did, I didn't watch it.
6 - I watched it, and I didn't like it.
This one is reserved for those that a decent amount of people might watch and enjoy, but I simply didn't, while this doesn't mean the series doesn't have its strong points, said aspects aren't something I personally deem important, or they just don't happen to stand out to my eyes, the fact is that I didn't enjoy watching it despite of whatever technical/artistic value it might have had.
Only one on this category, while there might be some others here, I simply didn't watch them because I knew I wouldn't like them.
7 - I watched it.
I acknowledge the technical and artistic aspects inherent to the series, I recognize it has its own charm and unique traits, but it wasn't probably my cup of tea if you will, perhaps there were things that just escaped my grasp, or I didn't notice anything outstanding about this one, I could say it was enjoyable at the very least.
A large number of series fall on this category because I try to watch a lot of different things even if they don't seem to match my likings.
8 - I watched it, and I liked it.
It was throughly enjoyable and fun to watch, this is just one of those series I will remember for a long time, and I will likely recommend to fellow anime fans, it might be that I just have a spot for this particular genre, or I just feel related to the characters, the fact it excels in at least two aspects while remaining entertaining makes it one of those that also makes you kind of sad when you get to the last episode but at the same time you know it's the way it has to be as you can feel that unexplainable sentiment of completion and fulfillment, I have to admit it's not for everyone, but as far as I'm concerned, it's wonderful and I would buy a figure or two if I'm given the chance.
Series rated 8 are also quite plethoric in my list but they are highly specific (read, they're mostly advanced otaku material aimed at certain kind of people.)
8.5 - I watched it, and it was awesome
Something in between 8 and 9. rounded to 9 because the rating doesn't allow decimals, see tags for more info.
9 - I watched it, and I loved it.
It's hard to generalize, as there's just much more to these series than the prowess and expertise reflected on the technical and artistic aspects, many other complicated reasons come into play and intertwine synergically to create this strong bond, those reasons having more to do with my individual mindset and my outlook on life and various subjects rather than objective qualities. 9 is a rating given to those anime that are close to my heart, there's something like a deep sentiment (love or hatred) that binds me to one or more of the characters, or maybe just that feeling you get when you start imagining what it would be like to meet this character personally and say, strike up an interesting conversation or just to say "How are you?"
I guess there isn't really an apprecative value you can give to these series, because the reason I give them 9 are purely subjective, the common factor to all of them would be that they all come to be part of my life in a way or another, they all represent something very special to me. Needless to say, I already own merchandise from this franchise or I'm just about to get it.
To me, 9 is just about the highest rank, I have to admit I would want to rate certain series 8.5, because there's just something in between 8 and 9, and sometimes I wish I could make a distinction.
Ok, I updated the rating, unless indicated otherwise on the tags, all 9s are 9s, I will make a brief description for the 8.5 tag soon enough.

Once I watched this anime, my life changed forever, it's just so great I feel unworthy to describe its greatness with words, I'm going to name my child after one of the characters, I'm making my own religion based on this anime, my wife has to cosplay one of the female characters when _

There are various series "on hold" which I added to my list with episode count set to "--", those are similar to the ones listed here but I probably might retake the ones "on hold" eventually because I have more interest to do so, but I guess as the "on hold" list starts to clear, series from this list will be moved onto "on hold".
Dropped:
Basically, series I'm not planning to watch, but for some aberrant fatidical turn of events I ended up watching at some point in my life, even so, they are likely to be rated 6 or below, so I'm not going to watch it even if I have the time to do so.
There's also this chance I would drop a series upon having my expectations betrayed or some other special circumstances. I have decided to give each anime a probation period of 3 episodes, after that I can decide whether it was alright for me to assume it was a waste of time or I just had the wrong impression, I would need to read some of the fans opinions on the matter too.
As for the reasons why I'm dropping the series, well I could just go ahead and type them here, but that's too much of a hassle anyway, I will put it on the tags if necessary.

That's too bad about Violet, but I can understand their viewpoint on it.
Has a very low emotional profile but is cool rather than emotionless, but doesn't count as kuudere because there's insufficient evidence of trait 1 (she has traits 2 and 3, never gets a chance to show the presence or absence of trait 5 and trait 4 is basically impossible in a character that never speaks).
I wasn't trying to rush you either, don't worry. After all, it would be a bit hypocritical for me to do so.
And she has an entire* episode dedicated to her, as well as a role in other episodes (and, which is rather more than can be said of a fair few other characters in the list. I thought the minimal appearance thing was only for cases when it meant there wasn't enough evidence to prove that the character belonged in the club anyway?
*Well, the entirety of the main part, which is about 80% of the episode. She also gets a 1% Pascal segment to herself in a different episode.
Also, regarding https://myanimelist.net/forum/?topicid=1657134#msg52104164 could you give me (via comment or PM or whatever) the names of the characters you're thinking of, along with reasons for them to be excluded? I really don't want to be removing characters who have had significant or main roles during the past year at the very least. I also don't like the idea of excluding characters in general - the rules for inclusion should be the same for everyone, and having returning characters participating is a part of how things have always been, and the contest would be worse off without it. I certainly don't want to be excluding a character just because she's popular, when a less popular character with just as little presence would get passed through with no concerns. Nor do I want to be slashing significant numbers of characters from the list.
That said, while I disagree with your theory that there were any proxy accounts voting last year, or significant attempts to rig the vote, there were certainly characters reaching the later stages which had nothing to do with their appearances in the past year. The worst offender from last year, though (Shinobu) is now out of the club, so she won't find herself as runner up this time around.
The only character that stands out to me as a possible for exclusion is Gokou Ruri, a popular character from a series that didn't air this year, who had (if I remember right) 2 cameo appearances and 1 line over the course of Eromanga-sensei. For characters other than that... well, I'd be open to arguments (particularly for characters from series I didn't watch), but they would need to be good ones.
I'd also like to stress that as I'm the one who runs the contest, I'm the one who will have the final say over whether or not a character gets excluded. Any attempts at unilaterally removing characters from the eligible list will be overruled.
Hotaru goes way beyond that, though, which is why I made a thread for her when I haven't for the others. Indeed, I believe that putting any of the others into the club before her would be fundamentally wrong, even if they've been animated and she hasn't.
Oh, and personally speaking I'd sooner read a novel to find a character than watch an anime. That's just me, though, and I can completely respect if you don't want to. Just like I wouldn't want to play a VN just to find a character. On which note, I'm off to check out Hand Shakers and this Koyori Akutagawa girl now.
