My rating methodology (for this 10-point system) is as follows, but there may be exceptions.

For anime:
I will add up to +5 for production values (art and animation, soundtracks, audio and voice acting)
I will add up to +5 for story
For manga:
Up to +5 for art
Up to +5 for story/writing
For a total of up to +10 points

I will add bonus points as I see fit - usually this would have to do with whether an anime is unique in some way, or if it particularly excels in one of the aforementioned categories.
