10 = Masterpieces in basically every regard, may contain things I might dislike but doesn't affect me in the grand scheme of the show. Only my absolute favorites are 10s.
9 = Excellent shows; I find these series very enjoyable. Contains small elements that I may dislike or feel are overused/unoriginal.
8 = Great series, contains things I dislike or episodes I may find boring.
7 = Good anime. Contains more bigger problems than a 8 but still very solid overall.
6 = Decent series, but they are starting to get some serious problems by this rating. This is the lowest score of a show that I would rewatch.
5 = Average series. Not good or bad. Contains various major problems but also some things I liked.
4 = Kinda Bad, but usually got some things I admire about them as well.
3 = Bad anime. May have some very small things that I like or like <=2-4 enjoyable episodes. Contains a lot of major problems.
2 = Horrible anime, would never watch again or recommend.
1 = This show is objectively trash in my eyes and nobody can tell me otherwise. Would only recommend to someone to show them how bad it is.

Nyuu as a character had relatively little time to shine or show her development due to the series' frantic pacing. She did get that one scene where she remembers her past sins. You actually see her struggle with whether or not to cut her own throat. Then she cuts her hair and tries to bring some form of comfort to Kouta instead. That was a nice scene. The series needed a lot more of that.
The fanservice felt very out of place, especially once the series starts getting more tonally serious in the back half. Part of the issue was likely the production studio. Elfen Lied was NOT a popular manga in Japan, so the producer had a hard time finding an animation house that was willing to do the project. They ultimately had to settle for Studio Arms, who at that point was exclusively a hentai and ecchi studio. Everyone else refused. I think it's likely that ARMS pushed hard for more fanservice content because that's their bread and butter.
You have a weird disconnect where Elfen Lied had a respectable director, a highly respectable producer, and a garbage tier animation studio. VAP produced Elfen Lied along with series like Death Note, Monster, and Hunter X 2011. The director is the guy who later did Promised Neverland, which is in the MAL top 50. 1. Twice as many episodes bare minimum.
2. Yuka has zero reason to exist other than she was the love interest in the shitty source manga, which the anime didn't follow in the 2nd half anyways. Just erase her from the show. period.
3. Less screen time for Bando. He's just a lame comic relief villain who doesn't add much value to the show. Get him out of there.
4. More screen time for Kurama, Nana, and Mayu. These characters have potential. Maybe focus on Nana's struggle to adjust to her new limbs or give Mayu's horrible experiences with rape and experiencing homelessness and attempting suicide more than 5 minutes. These are serious topics. You can't just ignore them.
5. Denying the mutants clothing in the facility because they're dehumanized makes thematic sense. The fanservice nudity needs to get axed. The manga was a horror/ecchi that never wanted to be taken seriously. The anime had heart and wanted to be good. The fanservice was pure self-sabotage just to follow the manga's bad example.
6. No child nudity. I shouldn't need to explain this one to you Japan!
7. Show a LOT less gore overall, but when you do show gore, make it effective! We don't need buckets of ketchup when Lucy kills some random nobody that doesn't effect the plot. Then when Lucy kills someone important like Kanai or those innocent families, use detail like 1980s OVAs. Let's see entrails and bone and actual anatomy. Murder is the worst thing a human being can do. Let's take it seriously.
8. Lucy is NOT a naturally likeable anti-hero. She's not a chad warrior badass like Vegeta that audiences will cheer for regardless. You need to work REALLY hard to get audiences to sympathize with Lucy. Let's spend more time showing her inner conflict. Show the 5 years prior to her being captured where she didn't kill anyone and actually tried to turn over a new leaf before losing her 2nd friend and snapping. Make us care about her character journey. Otherwise, 90 percent of audiences will just see her as an evil, irredeemable cunt. Also Nyuu is fine as a symbolic rebirth. This is a redemption story after all, but have her develop a lot faster. It's not like Jason Borne when he got amnesia and became reborn spent the whole movie being 3 years old.
9. Kouta may be the deuteragonist and not as interesting as Lucy. However, he still needs more development. There should be zero percent of people saying he's an average harem dude. This is the most kindhearted and forgiving dude in anime. He has the potential to be interesting. In a show that focuses so hard on showing humanity's worst, this dude is the polar opposite. He's supposed to thematically redeem Mankind, give him more shit to do.
10. Unless it's a padding episode to humanize the characters and show an ordinary life, the anime needs to cut WAY down on the slapstick comedy and weird humor from the stupid manga. Don't make Lucy piss herself in literally the first episode!
