I don't it's ever too late to learn something, but it is going to get harder and harder as the years go by, it's much more difficult to learn a new language if you start at a late age rather than early on.

From my own experience, the 3 hours a week that we had English in school wasn't really enough to become fluent, so I did practice and use the language a lot in my spare time, so if you are motivated to become better, then I am sure you will!

aduh maaf nih baru balas, internet bermasalah 2 hari kemarin -_-
kalo anime pertama saya waktu dulu digimon waktu saya masih taman kanak2 habis itu sempat jeda waktu umur 14an, baru mulai nonton lagi waktu umur 16
wah teman saya juga banyak yang menonton tsubasa chronicle, jadi penasaran saya

saya juga suka semua selama karakternya dan ceritanya menurut saya bagus
tapi lebih suka ke action, supernatural, sci-fi, adventure, fantasy, kalau slice of life saya tonton kalau bosan dengan anime action

Yeah, using the language is the best way to learn, and you shouldn't remove what you write, just write me a long text, tell me a story or something : ) I don't care if it's got a lot of spelling mistakes.

It also has a slow pacing. The second half is truly awesome.
And I also forgot to mention it has the best OST ever.

Well, GitS SAC had an extremely well written plot. Probably one of the best antagonists I've ever seen. But I see you're only 13 years old. And since it is one of the most intelligent anime I've seen, I could understand why you dropped it.
Psycho Pass is like an easier version of GitS. I liked it, but it has too many things away from Monster and GitS. I would almost say it is like a rip off.
Pick it up once you're older, is my advice.
