As for my scores, keep in mind that they are all subjective. It is simply a means for me to sort out which is better than what, as well as to give me (and others) an idea to the amount of flaws a show has. The weighting method (see below) is a way for me to express which aspects of the work matter the most in my opinion. The individual scores for each category is also entirely subjective.
Story - 25%
I am a fan of shows with plot. Sure I enjoy the occasional SoL, but if every episode doesn't lead to anything then I will give it 5/10 for story. However, shows like Cowboy Bebop and Tatami Galaxy are the exception since, despite the episodic nature, there is still an over-arching plot. Shows that have a well-handled plot score higher than 5; if there is a plot but the bad balances out the good, it will get a 5 and; if the flaws ruin the existing plot, points will be deducted from 5.
Art - 20%
By art, I don't mean flashy visuals like Clannad or SAO. What I'm looking for are expressive art styles, fluid animation and memorable character designs.
Sound - 20%
I can't speak Japanese at a conversational level, so I can't tell if the voice acting for subbed works is anything great. If there is an obvious blunder (which is rare), then I will point it out. If there is anything wrong with the dub, and if I have watched it, I will point that out also. My thoughts on the soundtrack rely on if the songs match their scenes and if they can be listened to on their own.
Characters - 25%
Some people say that this is the most important aspect (I'm looking at you, ThatAnimeSnob), but in my opinion characters cannot grow or develop without a good story to make it happen. Because of that, Story=Characters for me.
Enjoyment - 10%
This is the lowest because being enjoyable=/=good. I still include it in the review as a way of briefly expressing my personal thoughts on it.

As for your Seirei Tsukai review,you should try reading the light novels. The main story starts right after the anime ended. Ever wondered why the anime's titled "Seirei Tsukai no Blade Dance", but the actual Blade Dance wasn't actually shown in the anime?
