Basically to torrent you'd want a torrent client. Assuming you are using Windows as your operating system, you would use utorrent (http://www.utorrent.com/). If you are using a mac you can use transmission (http://www.transmissionbt.com/)
A torrent is a file that describes the parts of a file and how it can be found. When you download a torrent it will either load automatically in your torrent client (uTorrent, transmission, etc) or download to your computer and you have to load it manually.
Once the torrent file is loaded in your client it will start looking for the parts of the file. When using a torrent client, you are constantly sending back the parts of the file you already downloaded (basically this is called seeding).
You can usually change the location of the download through the preferences as well as the maximum bandwidth you wish to have the client use. For example, I have my client download to a folder on my desktop, and I only allow the client to use about 80% of my bandwidth.
There is a concept called a share ratio as well. This is the ratio of how much you downloaded to how much you uploaded. To be nice you shouldn't close your client, or remove the torrent from the client until your ratio reaches 1.0 (in other words, you uploaded the same amount you downloaded). Because I have a high speed connection I usually share 6.0 (or 600%)
Here are some site I use to get fan subs of currently running shows
http://www.dattebayo.com/
http://www.the-triad.org/
http://eclipse.no-sekai.de/
For older shows, I'll either google the name of the show plus the torrent keyword (i.e. search for Dragonball Z torrent) or I'll use a site like pirate bay, or mininova

http://www.mininova.org/
That was longer than I thought, but I hope it helps!
