I agree with your criticisms of it not providing exposition for why the people are rebelling, and the mysterious "we did surgery on Tetsuo, now he's a psion".
The open-to-interpretation ending is interesting. What is it that Akira actually intends to do as a film? I felt like you could have examined the themes of the film a bit further, rather than just a rundown of it being both violent and dialogue heavy. Explore why the violence and dystopian setting make it heartfelt and gritty, or just dark and depressing.
I'm very much in agreeance on it being a visually striking film. It looked excellent at the time, and holds up well to be 25 years old. The idle animations, dynamic lighting and shadows were all very technical achievements at the time. It was an achievement in animation, and it introduced a massive western audience to the medium, and we have it to be thankful for what we're getting now.
I feel like the classic reputation and legacy of Akira may cloud people's judgement on examining it as a film, and I agree wholeheartedly with your score. I also gave Akira an 8. It's not perfect, but very good.
