All o/ In fact, they aren't any character that I disliked but here is my "top"
- Kaiser Reinhard !!! : prideful,pretty cool (even with long hair), kind... fought for what he believed was right *v*
- Yang Wenli : said a lot of smart quotable things, just a normal man who wanted to live a normal life
- All the Empire's admirals
---- Oberstein : Truly a great character!! The most loyal and so great that nobody saw his greatness xD
---- Mittermeyer : last survivor of the 4. Really liked him since the beginning

Don't watch the movie first.
The chronological order is:
movie ->monshou - >seikai (1-2-3)
But the watch order is monshou, seikai 1 then movie can go anywhere after that.
They are both fairly slow paced very dialogue heavy and spend a lot of time on character relations so if that's what you're looking for then I recommend both.
I'd say start with spice if you are watching them, it's the higher rated and more popular one.
IN regards to Patlabor, the movies have bit of a different tone to them. A bit more serious, more action oriented, while the OVA and specially the TV series have a more comedic and dare I say 'slice of life' approach.
I would definitely watch the original OVA. That's where it all started and the first 6 out of 7 episodes are directed by mamoru Oshii himself. It kind of introduces all the characters and the setting.
If you like the OVA Early Days, by all means go for the TV series, although it can be a bit goofy at times.
Code Geass is seriously the most painful anime I ever tried to watch. It tries too hard to cram indifferent anime genres and its not subtle with its use of tropes and cliches.
If you have a Vita, you can play VLR there, just saying. But man, the hype for Zero Escape 3 is real, dude.
If you look at my Favorites list on my home page, you'll see a show called "Punch Line" as the second on there. I recommend it for you, since the guy who made 999 (Kotaro Uchikoshi) is also the writer for "Punch Line." And yeah, it has more in common to 999 than you initially think.
Oh, but I just read your bio, and you hate fanservice, so beware the copious amounts of pantsu in "Punch Line." If it's encouraging, the fanservice actually serves a purpose: hiding the True plot from view. And you know how good Uchikoshi is at hiding a story's true plot. After episode 4, the fanservice is considerably toned down for when the real story kicks in, so that's something to look forward to.
