lol Why are there so many volumes to such a short series???
The usual Japanese format for selling anime is putting as little as possible on a DVD/BD in order to make more money.

So, why would Kadokawa dump a (propably) finished episode, if it wasn't for a new content on the next volume of discs?
They saw the fans response and decided they could make more money if they sell the final dvd without the special episode for the same price then sell special DVD for more profit?
