Synopsis
High schooler Hayase Nagatoro loves to spend her free time doing one thing, and that is to bully her Senpai! After Nagatoro and her friends stumble upon the aspiring artist's drawings, they find enjoyment in mercilessly bullying the timid Senpai. Nagatoro resolves to continue her cruel game and visits him daily so that she can force Senpai into doing whatever interests her at the time, especially if it makes him uncomfortable.
Slightly aroused by and somewhat fearful of Nagatoro, Senpai is constantly roped into her antics as his interests, hobbies, appearance, and even personality are used against him as she entertains herself at his expense. As time goes on, Senpai realizes that he doesn't dislike Nagatoro's presence, and the two of them develop an uneasy friendship as one patiently puts up with the antics of the other. 774 (Nanashi) posted a prototype of the titular character Nagatoro on Pixiv in August 2011. The comedy slice of life manga began serializing in Magazine Pocket application in November 2017. Kodansha will publish the eighth volume on July 9. Ijiranaide, Nagatoro-san has a cumulative 1 million copies of its volumes in print.
Kodansha Comics licensed the manga in English in October 2018 for both digital and print release and shipped the second volume on February 18. The third volume is planned for an August 18 release.

I think from somewhere in the pitch of Shalltear from Overlord but cuter and some flair of Dekomori from Chuunibyou for the teasing nature in some form would the best interpretation of Nagatoro that Sumire Uesaka can voice.
.... Does anybody know if the mangaka will be involved somehow in the anime?

From the description looks like I'm going to hate this but since I've heard that it's similar to Takagi-san still going to give it a shot. Takagi-san is more of playful teasing this sounds like straight up bullying.
If you do watch the fist episode and find it to be way too much, maybe give it another episode before you give up on it. For the first couple chapters in the manga she goes way harder than the rest. They may tone down those first couple chapters in the anime though.

This has me curious actually, as I've personally never really seen Takagi's behaviour as being bullying (besides the fact that she refuses to stop on the infrequent occasions Nishikata asks), so I'd be interested in knowing what led you to that perspective.
Quoting from my review: "Is it teasing or bullying? My take on it is that teasing means keeping it within the bounds of the parties' sense of humor, limiting it to stuff they'd be able to laugh about after the fact. I don't see Takagi exercising any such restraint. She has little sense of when enough's enough. Furthermore, her actions have tangible consequences for Nishikata, such as getting extra cleaning duty as punishment, or failing a math test, and when things like that are the result, it's over the line from teasing into bullying."
Bit of an overreaction to call that out-right bullying imo, but you do you I guess.

What I'm getting at is you need to take a step back and consider if Nagatoro is really that mega bad or if Hachiouji isn't just so unbelievably easy that he makes her seem bad.
