Genco Solicits Partners for Anime Adaptation of 'Pluto' Manga
Pluto is based on Osamu Tezuka's Tetsuwan Atom (Astro Boy) series, taking its title from a villain in one of its story arcs. It was serialized in Big Comic Original between 2003 and 2009 and has been published in eight compiled volumes. The series is published in North America by VIZ Media.
Genco is exhibiting a poster of Pluto at MIFA, a professional marketplace at the Annecy festival where producers can make project pitches as they seek partners for distribution and funding of animated works. The question of funding for an anime adaptation of Pluto previously surfaced at the 2012 Japan Expo in Paris, which Urasawa attended.
At the time, producer Masao Maruyama, who worked on the anime adaptation of Urasawa's Monster manga, indicated that securing funding for a complete adaptation of Pluto would be difficult because few companies today want to fund an extended production. Maruyama estimated that a complete adaptation of Pluto could approximately take 39 episodes, or three broadcast cours.
Crunchyroll reports that the solicitation for a Pluto anime indicates the project has an estimated completion date of 2020.

No it's not. looks like this tweet doesn't provide any source, so I'll just assume that it was just based on an old interview with Maruyama
Edit: apparently Maruyama's newly established studio (Studio M2) will be doing it

maruyama still is the president of mappa. he didnt leave it. also m2 is the same as mappa. just different name but same people, same office space. he just wanted to separate the two for financial reasons. riskier projects will be taken by m2 so even if they fail mappa wont be affected directly

He's at the event.. I think he knows a lot better than ANN who got their info from Crucnhyroll.fr and other sites instead of getting it from a person directly there. He's the one who's been providing the pictures/leaks from the event such as the Mazinger Z camrip trailer plus what they said there and pictures, etc. Would take his word over ANN.
Also even adala-news (http://adala-news.fr/2017/06/lexcellent-manga-pluto-adapte-en-anime/) confirm what he tweeted. My bet is that it's a co-production between MAPPA and M2 though, due to M2 not being able to fund Pluto fully and needing the name and staff of MAPPA for sales due to them becoming well-know thanks to Yuri on Ice!!! as well as their animators and funding (even though he was president of MAPPA, he's still involved with them).
agreed. he founded M2 for his passion projects. also, he still is the president of Mappa. i dont know why a lot of people think he isnt. and furthermore M2 is the same as Mappa. same studio, same people and same workplace. He just wanted to separate the two because of financial reasons (i guess M2 is for riskier projects, so even if they fail Mappa wont be affected directly)

If it is the case that M2 is doing it then I'm not too sure about this. I haven't read the source however when it comes to M2 they only did Onihei, and in terms of production it doesn't look too good either. Unless the staff is good enough then I'm not too sure about that.
