Quick review: This manga is amazing. The story is based on real life historical occurences and the author cleverly inserted the MC well that it made sense if it actually happened.
Cannot recommend this enough to every reader. Due to lack of scanlation, it's drown into obscurity. Found this through licensed localization luckily and it's absurd that not many people have read this masterpiece.
Non-spoiler review: The author have read lots of history and political scenarios that when anyone read this, suddenly the urge to learn your own country is provoked, because whatever your country's leader absurd decision should also have an absurd reason that reader would

just go "huh, interesting, never thought of that before". Although this is "fiction", it's based so much on reality that you may believe that it may already happened back then. He can't fight, so persuasion and negotiation is his only way out from many dangerous situation.
Lots of blood, but not because he's fighting and bleeding, but people from opposing side tortured him to get information from him.
tl;dr - he is an intel but on neutral side (depends on what the client wants and his heart)

The premise is simple; Yuugo Beppu is a negotiator between any kind of two or more parties that will try his best to find a way to grant the wish of the client.
Of course before accepting the job he has to do a due diligence to make sure that the negotiation is possible, and moves based on what he think is right and do the less harm to the vulnerable.
If this was an action manga, Yuugo would probably do some fight, stunt action here and there and situation resolved and the hero win, right? Now in this scenario, because his background is only taking politics in college, he almost has no way fighting and all those shounen shenanigans (shounenanigans). So the author restricted the MC to do much work on persuading and negotiating his way through the task. Because of many of his client is a VIP, he went through hell and back just only for a "talk". One time, because he's failed to keep himself low profile when looking for a dangerous person, he was kidnapped and tortured with some very familiar interrogation method and (because he's MC) usually narrowly escaped or the person that kidnapped him realized that he just need to talk and communicate his intent, and they realized that it's useless to torture him.
In this manga we also learned how to communicate your wish, learn what the opposing side wish, and try to find a middle ground for both.
Because of his negotiating skills, he is always trusted by his client, including the type that basically has unlimited resources (e.g. government, cartel, business empire), that many strategy that he did in the manga a little absurd and high budget. One time he was asked by a client to stop an assassination of an important person because they killed the assassin's wife in a submarine incident. The ending was Yuugo made a submarine replica that rises from sea near the assassination location to give the assassin flashback and imagining his wife was still alive (basically break him from inside), which I thought was ridiculous but seeing that his client is absurdly rich I'm just leaving it aside.
