It sounds like "Injou" or something like that, but all the sub versions just use Kousaka.

Iinchou (委員長), literally "committee chairman", effectively class representative.

Because nobody usually addresses the class representative as "class representative" in English (and most other western languages), they would normally just use their name. In Japanese it's different, they often prefer or have to use titles for addressing people. Hence the endless senseis, senpais, neechans, iinchous, you name it, most of those would just be addressed by name in English.

Now then whether subtitles should properly adapt these things to English or leave it as is - it's one extraordinary flame war I'd rather stay out of, being more or less fine with both options.
