In Vol. 5, Naru takes Mutsumi onto the Hinate House roof to tell her that Keitaro is the one Mutsumi made the promise with. After hearing Naru's unclear explanation, Mutsumi tells Keitaro that she'll go and tell him. Then, later on in that chapter, it's revealed that Mutsumi actually told Keitaro that Naru loved him.

What confuses me about this is that Mutsumi doesn't regain her memories until towards the end of Vol. 7. How did she know to tell Keitaro that Naru loved him if she didn't remember what happened 15 years ago?

The other lesser plot problem is in Vol 9. In Vol. 9, Naru freaks when Keitaro reveals to her that he loves her, not speaking for him for weeks. This, after Keitaro had only recently risked his educational future to stay by her side when she was sick, struck me as a cold thing to do. It also struck me as an illogical thing for her to do when she had come close to confessing and kissing Keitaro in the past, and gone as far as to ask Keitaro to pick her or Mutsumi. When I read Vol. 9 this heartless, out of character action by Naru really bothered me... I'd loved her to bits up until that point.

For the most part I LOVE Love Hina; I can read it for hours. It's going to be ranked around 3rd in my top 5 whenever I finish. But the above plot hole and out of character actions by Naru do bother me a little...

By the way, I'm up to Vol. 9 at the minute. I'm currently re-reading Vol. 7.

Chapter numbers please, so I may be able to provide better answers? My volume 5 doesn't even have Mutsumi in it...

EDIT: Never mind, found it in Volume 6.

Perhaps she was "mentally unprepared?" I'll look it over later...

EDIT: Yes, it seems that the confession was unexpected to her. They were having one of their normal friendly moments together and Keitaro had to pull out the confession. They had finally made it into Tokyo U and it was probably at that moment in the hospital that Naru realized more that their promise was coming together, was coming more true. I guess she needed time to think it over, or push back her response.

Ah, sorry - I have a bad memory. I should've checked if it was Vol. 5 or 6 prior to posting.

Vol. 6: The thing is, Naru didn't mention anything about herself. I don't see how Mutsumi came to the conclusion that Naru wanted her to confess for her to Keitaro? It seemed completely random. It started to make sense once Mutsumi regained her memories, but that's the problem - she didn't have her memories when she confessed to Keitaro for Naru.

Vol. 9: Somewhere in Vol. 8-9, Naru was actually about to confess to Keitaro (it was when they were getting on the place from the turtle island), only for something to end up stopping her. For her to flip like she did shortly after that over Keitaro doing what she attempted to was stupid - to me at least. Her reacting like that was something I would've expected to see prior to her getting into a tug of war for him with Mutsumi, when her feelings were still unclear - not after.

Dang! Forgot what I was thinking this morning on my way to school...

Anyway, that can be interpreted another way. Mutsumi was able to remember a few things, such as the promise and the secret passages. All those years ago, she was pushing for Naru and Keitaro as a future couple. It's possible that a memory like that leaked through and that's why she told Keitaro what she did. However, there really is no evidence of that.

She never actually got to complete that sentence. I can only think that she wasn't expecting him to go out and say it completely. Like I said, they had just gotten into Tokyo U, which is a condition of the promise they made as children. I can't say that I have experience, but since neither of them were able to completely say it with the other person actually hearing it, it didn't count as a complete confession. Looking at your list, you seem to not have finished the series. If that's true, then you have yet to see just how indecisive Naru is. Then again, yes, that's what makes her seem so cold and rude to readers.
