A question about modeling anime mansions (3D)

It was supposed to be pretty simple, but when I actually tried myself I messed up many times because for some reason my mesh's topology was getting fucked up in one way or another every single time. When I gave up on using bevels in favor of the bevel shader (because they have a tendency to create triangles on the edges) things did get a little better, but then I noticed that simple extrusions, when done on top of one another also screw up my quad topology.

So here's a question: when you model something like this (references below), do perceive the mansion as a single mesh or do you model it in blocks, e.g. left wing, right wing, center etc and then stitch up the mesh altogether before mirroring (floors, sides etc.)?

Additional question: if you have rounded widow frames, do you treat them as separate objects or just try to fuck around with the house plane you're extruding from (beveling the top edges, circularazing)?
