No, the seven demon king's are real not fake.

Half of Misa was originally created by rumors and legends about Avos Dilhevia if you remember season 1 ep in which about lay mother's has shown it Said the spirits have there particular lore and legends which was belief by humans and from which they can exist, but since misa was also a half spirit and half demon (normal like these spirits tends to disappear soon because of people forgetting about their legends)

But since misa legend and lore was Avos dilhevia which was largely believed by humans and demons so this is the reason even being an half spirit and half demon she didn't showed any signs of disappearing or getting weakened (If you remember EP 1 of season 2 at the last scenes Anos Said to the Fan unions that there will be demon king ceremony and they will going to sing in the announcement of the real demon king Anos voldigod) but if that had happened misa sure to have disappeared because of people will gonna disbelief about the false name Avos.

anyway I think this much should be enough to understand, also I think they are goona reveal more about in upcoming episodes.

Why did the Seven Demon Elders serve her then, knowing she's not the real Avos?

Just like lay's mother had the form of a demon and the form of a sword, all spirits have a visible appearance and a real essence.( If one say she is a fire she will be recognised as fire)
Revealing their true essence, they acquire great magical power, but in return their behavior is often very different from their visible appearance.

Now that misa has accepted her true self, Misa's personality has receded into the depths, and the personality of Avos Dilhevia has emerged.
Such as it is still from generation to generation, in stories, was transmitted in Dilheid and Azesion.

And you remember from the last ep it showed that the magical broadcast is shown throughout Dilheid and the demons will still have to recognize misa as a Demon Lord Tyrant, since she is the spirit born from the legend of him.(demon king of tyranny)

It's because of that legend she is now recognised as Avos dilhevia and as the real demon king of tyranny by everyone, because of the power of spirit's and also with the help of god (Nogsuila) who was looking forward to this point because of all the plot which is actually created and it happened accordingly to it so even the seven demon king elder's recognise Avos as the real demon king of tyranny.

let me just make it clear, the 7 demon elders serve the demon king of tyranny, be it the fake Avos Dilhevia, real Anos VoldiGOAT or the former fake Hero Kanon/Ray Gransdori. But, as far as i can work out, their cores do know deep down Anos is the real demon king of tyranny. and as for Nousgalia, he has a grudge of some sort with the Voldigoad bloodline. He killed Celis Voldigoad, Anos' father, and had Luna Voldigoad (Anos' mother) executed.
