This was my interpretation too, because as long as the internet exists, it's relationship to how it affects the real world and the question on if both are equally real will forever be important, and so this anime will remain timeless.

I remember reading somewhere that the director put that in the beginning of each episode just to confuse people, it doesn't really have a meaning. I could be wrong but I don't remember where I read that

What if it was Lain saying it as if the term present time is a joke, because she can change time and space (as shown through the anime and in the last episode) making the term present time useless or directly owning it.
