The moment Youko san appeared I heard evil villain music playing in the background. It instantly obvious she was bad news. And this chapter proves just that! She's such a bad person but I really hope we get to see more of her.

Youko did nothing wrong.
She likes Nene and does romantic stuff with her fully convinced that she's just a placeholder for whom Nene really likes. She doesn't mind the idea that she's not number #1 in the eyes of the woman she's courting. Sure, that's rare, but is there anything wrong with that? Maybe she just doesn't get jealous.
And when she finds out that Nene might not see her as a placeholder for anyone, she's just happy and enthusiastic about the prospect of more romance with a girl she likes.
To me, it just looks like Youko is just exceptionally emotionally stable and is able to just enjoy every moment in her life. I figure she thinks like this:
"Hey I like this girl. It would be awesome if we could do some romantic and physical stuff. She seems to like somebody else though, which might make her less interested in me. That's fine though. I'll take what I can get, and if they get together I bet their romance will be great. So that's good too. And if she ends up liking me, is seems that the 'what I can get' I'm taking will be lots, which seems lovely. Hey look the sun is out! This day sure is wonderful!"
Her only fault might be that she's not leaving enough space for Nene to get her feelings out. She might have trouble empathizing with people who are less brave in voicing their thoughts.
Youko is a neat character. I hope she won't be turned into a villain.
