Depends on your morals really.
He isnt ok with killing people like regular monsters, he still wants to be friends with humans.
However he learned he was naive to think the human nations will think the same way.

His moto is "if you fuck with me or my family, I'll destroy you" if that's a monster way of thinking then myself and many others are monsters.

I mean Rimuru has always been fine with killing things that are against him, starting with random monsters in the Veldora caves, then killing the alpha direwolf, the orc demon lord, etc. One of his first rules in the anime to his followers is dont attack people not because he's against attacking people, but because it will cause issues for his village (at the time). At the part where the anime leaves off, Rimuru has gained enough power militarily, individually, and politically that he can attack almost anyone who stands in his way.

Since when does Rimuru "not ok with killing",he like always fine with killing things but as long as it the last resort

And i see no develop in Rimuru other than he aknowledge that he cant protect everyone with his current power

yep. He's still a pacifist. When that arc happened he was still a little sad when they died but he knew it had to be done to protect his home. His subordinates on the other hand couldn't care less, they just wanted to cause mayhem. Only reason they are friendly to humans is because they want to see Rimuru happy.
