I'm a big fan of Index and Railgun and if New Testament gets an anime adaptation i really hope it will be way better than Index III which i really hated for how rushed it was.
I didn't read it so no spoilers please.
Anime is love. Anime is life.

Except for a few volumes at the beginning of the second half, NT>OT is almost every way.
- More awesome magic side
- A more colorful cast of new characters
- Touma becoming one of the best LN protagonists ever
- Arguably the best LN volume ever written
- Best arc in the series
- Accelerator becoming more powerful than ever before
- Hamazura getting more focus and cool adventures
- Get introduced to a power scale that is so hax it puts most of others to shame
- Learn deeper secrets of the Toaruverse and get even more questions
- Misaka getting involved in things she didn't before
- Awesome team-ups and mindblowing fights that showcase Kamachi's improvement in writing them

New Testament is so much better for so many reasons.

My vote goes to NT, but not on a large scale.
Honestly, the beginning of NT was slightly disappointing (In this case, the first 3 volumes). As much as there was a clear improvement in the writing and meanings behind the scenes, the philosophical and original content was nothing as impressive as in OT, with the highlights being OT1 and OT3. Still, in terms of the content presented, NT continues to honor the USSR's conspiracy theory and experiments, but with even more depth and complexity. Honestly, if the Kamisato arc didn't exist, I could easily give the story a 10 (NT14 was the only decent volume in this arc).
Seriously, in NT the magic content is not only more powerful because of the original content to explore, but because Kamachii decides to do a lot of creative reinterpretations and even interceding with the characters, which makes for a great festival of personalities.

I think it will be just for me, but my favorite arc is the third world war for its philosophical irony and for seeing the beautiful resolution of each hero's path. Well, NT9 remains my favorite volume of LNs.
NT's undeniable facts: NT9 is indeed a masterpiece and NT12 is the most underrated volume in the series.

Old Testament got worse over time. So if I were to read New Testament, I would probably like it less.

As someone who has almost finish NT, I'd say it's better than OT. More powers, great characters, great story and great world building. What can you expect?

Oops, back here... My browser for some reason saved this page and I came back out of curiosity (maybe it was my fault?).

I respect other people's opinion, so I'll say that the three seasons of the anime are bad adaptations (the third is obviously the worst), but in case you can't read the whole Old Testament, I think reading only what the last season adapted is better , as it is the best part of the OT, at least in terms of aesthetics, as the absurdity of the world is about to explode and each volume is a new way of amplifying the reason for the war, until finally the bubble bursts and arrives in the beautiful third world war.

Anyway, back to the topic, even though NT has a plot configuration similar to OT, there are several other points in the script that allow each volume to be different from the other... It's like a manager sending to various sectors of his clothing company, the same wool content for them to work with, but each sector will result in a different type of clothing, no matter how much the fabric is the same.

In NT you will find volumes so creative that you will feel like you are in a new literary world, like NT7 or sometimes volumes that carry your own philosophy, like NT9, NT12 or NT22R, but sometimes they will be volumes that only served to explode the accumulation of the entire dichotomous configuration between science vs. magic that the script created, such as NT20, NT21 and NT22. In the Old Testament there is also the same thing, but at a slightly lower power and at different volumes.

Anyway, OT and NT are solid if you can appreciate and see the good narrative and writing settings that mess up the status quo and while they also have their flaws, they are the small minority that will be carried away by the tsunami of true quality.
