The first 3-4 episodes through,Kisane's a parent Saika,Takasho's rveelaed to be another saika user.I'm just confused all throughout.Could someone explain stuff?

Just keep watching and everything will de explained. Durarara likes to be confusing and then make big reveals that explain stuff.

Takes a while for things to build up in this anime. To be fair the story is a bit wonky I guess u could say?!? But trust it’s so worth it.
