As the title says, I’ve got two questions:

1. What year(s) does this take place in?

2. How does she have money to at least afford food and gas if she doesn’t work?

Probably in the 90s, or late 80s judging by the lack of smartphones and how scooters are becoming popular.
About the money, it bugs me as well.
Maybe some sort of welfare. We have seen her shopping on 2nd episode and she was clearly considerate about sending money.

It's much, much more recent than that.

Look at some of the other cars drawn into the show, for eg: 3rd generation Toyota Alphard was shown frequently in traffic, that car was only made from 2015 onwards.

Also look at the 1st episode at the bike shop, there's Honda bikes that are still on sale TODAY. They are current models almost.

... For a car or motorcycles person... This show is a treasure-trove...

In regards to her money, sounds like her parents died, so life insurance payout? Or welfare.

THAT IS THE QUESTION THAT HAS BEEN GOING THROUGH MY MIND

This show is nolgastic.
I used to ride supercub 50cc back in middle school.

Her bike look like Honda SuperCub 2007 to me. Its kill 3 people and god know how long its has been in that garage so i guess anime took place in 2008-2010 because Reiko said its newest models.

1. I don't really know, but the manga started publication around 2019, so I don't see why the setting wouldn't be modern. In the manga and anime, the MC has a modern model of an induction heating rice cooker, so if you have the time to research, go find the first company which produced them fancy looking rice-cookers that are now available in appliance stores. I first saw those around mid-2010's, so you'll have to deduce for yourself for now if you've done your research. Another good indicator would be at what year the Honda Super Cub surpassed the production and assembly of 100,000,000 units, as that was a recurring sentence mentioned in the manga.

2. Within the first pages of chapter one of the manga, it is revealed that she talked to a faculty staff about her losing her parents recently (one of them died, while the other abandoned her, not telling you which did which). During the talk, the faculty staff said the she should study for a scholarship test that would be given to her soon. So the logical inference would be that she was granted the scholarship and the school is providing her allowance.

Some edits on my answer to question 1, hope this helped!

EDIT AGAIN on Question 1: the definite answer to question 1 is later than 2017, since the Honda Super Cub surpassed 100,000,000 units assembled in the year 2017.

Yep, it's guaranteed to be modern, very recent. Within the last 5 or so years

You were looking at rice cookers and I was looking at the other cars on the road lol.

There's a specific car that was only sold in Japanese domestic market (JDM) they animated again and again that didn't exist until 2015.

Dead giveaway.

Yup, good catch. The date of issuance of her license is on it and it says she received it on third year of Reiwa, so - 2021.

In the right top corner we also have her date of brith (16th year of Heisei, so 2004).

So yeah, it's set in modern times - just like many here have already inferred.

Modern like everyone said. Not sure about money, I'm not familiar with Japanese welfare but maybe her parents left her a little. If it's only enough to cover living it makes sense she would be wary about spending.

I think it’s like how she doesn’t have anything personal to her and she only has the bare essentials like food and shelter but I’m not sure about her financial situation either but they might explain it in a later episode
