This city is dubai not only because of Khalifa tower but also the area surrounding it is nothing but towers and long buildings. I've been to Dubai so many times so I can tell

I'm still early on on the series they may reveal that later :p

Well, Railgun clearly looks like Burj Khalifa, so that at least was an inspiration.

Last I checked, the Burj wasn’t a Railgun. This show took aspects of large cities as inspiration. To think it’s one specific city or another is wrong.

While that tower indeed looks like it's been inspired by Burj Khalifa, the city itself doesn't look anything like Dubai. Dubai is way more organized, with most of its skyscrapers along a narrow strip. Also, most buildings in HRI look much more generic then those in Dubai.

And then there are quite few towers that look rather similar to towers in Tokyo or other places in Japan. I mean, Sunshine 60 (the "Ikebukuro" building) is even mentioned, there also was the Mori Tower, and one building looked a lot like Sapporo JR Tower.

Just a made up city that took some inspiration from actual buildings.

There are several instances where characters look at certain buildings and mention that they seem similar to stuff in Tokyo. So it's not Dubbai specifically. It's essentially a mish mash of locations they thought would look cool

Its design is inspired by modern, sprawling urban environments. The setting features towering skyscrapers and a complex cityscape, giving it a unique and somewhat dystopian atmosphere, But it is not from UAE.
