The problem with this anime is how it handles its characters, I have three examples now,

Episode 6: Tobe is an avid engineer, he loves the maddock and is proud of his creation.
Episode 3: Marume has actually a soft side, he is brave and witty.
Episode 2: Even though the captain appears cold and stoic, he genuinely cares for his crew, he did not arrive at the party either because he is an unsocial introvert or because he is a very busy man. Still, he sends a gift to Mutsumi.

Notice the common denominator in these examples? NONE OF THEM IS ACTUALLY RELATED TO THE PLOT!
I don't care about the Maddock! and I sure don't care about how tobe care about the Maddock, this has little to no value about the story and story themes.
This is NOT character development, unless this was a storyless slice of life drama anime, which is not.
Sure, this helps in characterisation (building a personality), but that's not a good writing if a whole episode lacks providing information about characters in context with the story or its themes.

The story is not about the fighter jet, nor about social relation between military squads, the story is about Ultraman, and the mysterious creature appearing from nowhere. Ultraman himself is silent for no reason other than "you will know the truth later" and doesn't reveal anything about his origins or the monsters.

They could at least develop those characters by telling us the reason they joined this special squad, so far only Mutsumi said she's interested in this mystery, but she doesn't progress further than that, and make further research, such as trying to study Ultraman.

Do these monsters mainly attack Japan? There is an upnormal lack of international voice, intervention, and politics. The writer could've introduced those themes and elements to use them for character development.

Your first Ultra series? Because if it is, then you should know this is the normal narrative in all Ultra shows. They're mainly episodic with little to no running story arcs, each episode usually focuses on team members and their little adventure and the Ultra usually takes backseat until he's needed in battle. And sadly, that's how they're usually are unless the Ultra is the main character in disguise like UltraSeven or Leo unlike the other ones who take human hosts they share life together in one one body.

It pretty much is. As the user above said, in most Ultra shows Ultraman is just a pretext for a drama/mystery show

So I'm to blame for watching Ultraman for... Ultraman, when I should have been watching it for the drama (a drama that is completely unrelated to the premise), while ignoring Ultraman and the mystery behind the attacks, and the foreshadowing Ultraman himself made when he promised the protagonist to reveal 'the turth' later.
I am at fault here because I should not have focused on the premise itself, and instead accepted the false advertisement and regard it as a military drama show, and regard the premise and Ultraman himself as an excuse plot, what a 'good writing' to leave major plot points unresolved just to hook you into watching dozens of episodes of a totally different genre, it's like ordering icecream but then receiving french fries, with a false promise that the icecream will eventually arrive.
Guess what, you can still have drama (that is plot-relevant) in a kaiju story, such as Evangelion.
