Why is Rod Reis so big?

I´m actually curious why did he became a titan that big in comparison to the normal titan without being a changing titan, is there a reason for these or just a causality?

He was the chunkiest guy who turned into a titan so obviously he's gonna be a chunky titan.

The syringe he was going to take reads "Colossal", so that syringe could have made anyone "Colossal".

And he licked it,didn’t inject it.(it’s an assumption though likely it’s part of the truth what the characters believed)
