First thing you have to recognize is that the author is having fun poking it at a ton of the tropes concerning this genre.
Including the "doesn't get any action 'cause he's oblivious," Noir does get action (for certain definitions of action) while remaining oblivious!
He thinks they're just aiding him with his power ups because they're friends...well, yes, it's true they're all friends of his, but it's also true they'd like to be more than that.
He's already being pragmatic concerning how he accrues LP, and realizes it can be a slippery slope based upon the history of his Master, Olivia Servant (which is also an interesting inversion, calling a 'servant' master...)
I have to admit, the author's sense of humor may not be for everyone, but it's a lovely match for my sensibilities.
Given what's required to power his ability to edit skills, both his own and those of others, one can't say the ecchi stuff is non-relevant; the fan service is mandated by his skill, and despite that the author has sizeable sections of the story proceed with little or no such instances. Ecchi yes, hentai no.
There actually is a decent storyline here, but that's kept from getting overwhelming or taking itself too seriously by the interspersal of LP gaining incidents. So it has plot, as well as having plot.
