The first anime (45 episodes) one only covered the first few volumes of the manga since there were only a few volumes existing at that time. The second half of the old anime is anime original. The newer anime covers the entire series in 24 episodes, so the pacing may feel a bit more rushed than the original, but since this is a gag series, it is mostly inconsequential, although some few scenes and jokes were cut from the manga. Overall, you may watch the two series in any order, since they provide a different experience. The old version feels like the usual old school kids anime of the 90's and the new one is a throwback to the former but with a more frantic pacing on the comedy. Both shows are excellent, but overlooked, so give both a try.
Mahoujin Guruguru is a masterpiece that you probably haven't watched yet. Maybe you should give it a try.
