I recently finished the anime and it was enjoyable. Not the greatest thing I've ever seen but far from the worst as well. That's not to say it doesn't have flaws which holds it back from becoming everything it could be. So I thought I would address what I considered the two biggest ones from my POV:
1. The lack of prominent male characters. There are only three and only one of them is a protagonist. Now I enjoy yuri as much as any fanboy but objectively it's not feasible for continuing your species. The Norma may have earned their freedom but unless the male DRAGONS can assume human form or the Norma adopt some sort of reverse Saber Marrionette Scenario, the humans who formerly persecuted them actually have more of a future than they do. Especially since I think there's enough room for personal interpretation regarding whether most of the characters are strictly lesbian or possibly bisexual.
2. The absolutist stance it took in regards to the humans' persecution of the Norma. Perhaps I'm a bit too idealistic for my own good but I believe that even in states of socially enforced persecution, there are those who reject the views of the status quo and side with the oppressed (IE-the underground railroad in the antebellum south, moderate Hutus in Rwanda who tried to protect their Tutsi neighbors). The story could have been enriched by the presence of a pro-Norma sympathist group who had learned the truth about the world and were attempting to overthrow Embryo as well. Doing so might also have corrected my first point.
