The final few chapters had been building up to a great battle with what amounts to a god, a being who gave sentience to mankind and has decided to take back the world he once gifted them.

The primary, recurring villains of the series are slaughtered near the end as well. They were also fearful of this godlike creature and were launching one last all-out siege on Japan in order to harvest slaves from the populace to resist the invasion. Although they had some military success and were able to control large sections of the human military through brainwashing, their leader was weakened after a battle with the hero, and in her weakened state fell easily to this god.

At the finale, the hero, Steel Jeeg, is about to face off against this god in an all-out battle with the stakes being the survival of humanity. But then, it just ends abruptly before the battle. And as far as I know, besides a reboot anime in 2007, this is it. No sequel manga, no extra chapters, no nothing.

Does anyone have an idea of why it turned out this way?

well the mamha was basicaly an ad for the 1975 anime by the same name, so the manga ended like that to make more people watch the anime, because there the story continues beyond that point
