So I picked up this anime recently and just finished the second season. To start off I just wanna express how much I liked the first season because I highly regard it as great piece of work and I want to hold it in comparison to the second season. I really admire the intriguing philosophical ideas that were presented and how the story incorporated complex logical twists and I think for the most part the plot was air-tight. It was very intelligently written and thought provoking which was really refreshing to find in an anime. I like the fact that these philosophical ways of thinking are finding their way into popular media.

In comparison, the second season has annoying plot holes, irrational situations, and overall an unimpressive story compared to season one. Season two's story seems like it's written very recklessly in contrast to season one's story which was very carefully and meticulously written to cover all holes and provide impressive plot twists, mindgames, and lots of intellectual candy.

I'll be citing some examples for irrational holes in the story that annoy me, which is actually what drove me to rant here.

Remember when the severed ear of Akane's grandmother is revealed to Akane by Kouichi Kuwashima, an accomplice of Kirito Kamui? It is later revealed that Akane's grandmother was kidnapped and killed by Sakuya Tougane, an enforcer and the son of a member of Sibyl, and enemy to Kamui. So how does the ear find its way from Sakuya Tougane to Kouichi Kuwashima when the two are belong to opposing parties?

In the case of the old man(who was a follower of Kamui) who barricaded himself and multiple people(i think around 15 people) including an inspector inside a mental health pharmacy and proceeded to subdue an torture them with only the help of a baton and a robotic dog which was later easily destroyed by the inspector. It's just irrational to think that the old man can do these violent acts as he pleases when there is nothing to indicate that he was capable of suppressing multiple people if they simply did what they would have rationally done and ganged up and subdued the man. But for some reason the people locked inside the pharmacy, except for one man and the officer, simply let the old man violently torture them. And I don't understand why Kamui would allow his followers to perform unjustifiable violent acts towards innocent people when he supposedly wants a more just society.

The story in season two is a lot less interesting than in season one. The content is very different, the fascinating intellectual treats(plot twists, mind games, philosophical debates)you would find all throughout the first season you could rarely find in the second season. Season two just seemed uninspired and lackluster when you compare it to season one.

Forgot about that. Good question. Especially since he gives it to her and acts like he was involved in it.

Yes, I believe it was implied they sent him the ear. The idea here is that both parties benefit from the situation in that Tougane looks innocent and puts the blame on Kamui giving Akane the incentive to hunt him down or darken her psycho pass. While on the other side Kuwashima could use the ear as a way to potentially cloud Akane's psycho pass and pull her off the investigation, since she is the only threat to their plan. Though I agree the scene did feel a bit off without the clarification.

This is a result of society under the Sibyl System. We see cases like this in season one as well where people are murdered out in the open with no retaliation. Society relies on Sibyl to judge those who are capable of criminal intentions so things like murder are rarely seen or feared so when it does happen they have no way of fighting back due to shock or whatever happens under stressful situations like that. Also, Kamui only wants to be recognized by Sibyl and as he/she said before, committed horrific crimes in order to force action against him/her. The lives of the innocent don't matter to him as long as it's within justification of his/her plan, which in this case it was. This was to cloud the investigator's psycho pass to test the theory if Sibyl can pass judgement by using another investigator's credentials. Which is why he/she took that one investigator's eye.

I hope this was at least somewhat helpful. I agree that season 2 wasn't as great as the first but still managed to enjoy it like you said. I think the flaw was the antagonist Kamui being less interesting and re-using the idea of purifying criminal's psycho pass with pharmaceuticals instead of helmets. But I really appreciated the idea behind it.

in s1 it happened to bystanders, that's the only time nobody reacted to violence, they weren't in any danger (they perceived no danger to thmslves)
but ep4 wasn't like that, they weren't bystanders, they were personally involved in the danger

during the helmet riots, a class was taken hostage by a bunch of guys with helmets on (slightly more intimidating than an old man who can barely breathe), who started killing students (set one on fire too)
then a student reacted
then everyone reacted
but then gain the helmet riots having happned makes a lot of actions of some characters in s2 stop making sense
besides, those were mental care patients (which is the only excuse for ALL of them going 300+ later), if there's a group of people who can into violence in the Sibyl system, it's people whose CC is kinda high-ish, like mental care patients

it's kind of like when someone who isn't terribly interested in a certain lore is tasked with writing a storyline for it
happens all the time in western comics

I'll tell you one thing that makes me enjoy season two even the story is a whole lot more shit than a toilet bowl.

One thing about watching Psycho Pass is that you'll learn to really love Akane so much.

So if you love Akane and her never ending sexy personality, even if the whole story is shit, you'll be enjoying watching her so much. Her childish moeness and that sexy badass attitude, she's innocent and cute but at the same time so adult and mature. You'll love her and surely if you love her, you'll fudging shittin' hate mika. hahaha. i really do want to kill her every episode. hahaha. >.<

I also feel that the whole season lacks emotions and i think budget too. Compared to season one's animation and fighting scenes, season two just all trash and rubbish. But all in all I really like Akane so I really wish that the movie will redeem the whole anime.

The 2nd season has the disadvantage of not being something new and having to live up to everyones expectations while introducing fresh concepts. Not an easy thing to do for a series with such a broad fanbase.

Granted, there are certain plot points left unexplained, but a lot of people seem really confused about trivial things that makes sense once one actually thinks. Because Season 1 basically spells everything out for you and Makishima/ Kogami spouts out some literature quotes here and there; it deludes the viewer into thinking that they are being smart just by comprehending whats being said. But ultimately I disagree that the show is as intellectual as people make it out to be. That element is just a tool used to further the characters relationships and interactions.
With the lack of exposition in season 2, I found myself thinking and reading between the lines a lot more. Another thing I've noticed is that while the violence is more explicit in 1, it's more disturbing in 2 which seems to infuriate a good chunk of the mainstream demographic.

IMO the real charm of Psycho Pass is not the show being clever or an action-packed thriller, but the world/mythos/character building. In that sense, I think season 2 has a slight edge up to episodes 11.
