Need advice for learning a song and transitioning fingers in general.

I'm still pretty much a beginner and am so because I never put forth the hours to bridge this hurdle. But now I'm up to the task again because I really want to learn a song.

I am currently learning this song.

Essentially, I am so bad that I am still having trouble doing something like transitioning from open d open g, b3, to d4, g2, b3. The very first bad of this tab. I need help jumping the hurdle that I assume is the biggest one a beginning guitarist must face.

Here's the options I have, for practice. I can go from open to laying both fingers down at once. Which is hard because I tend to miss. You have to get your fingers down exact on the strings so going for more than one at once, while will be necessarily sometimes, is very difficult to do with speed and accuracy. I could go with one and then another as I strum, but it's in this case it's the timing that's harder than the accuracy. It's easy for me to freeze up thinking about it and not get to the second string quickly enough and follow through.

Then there's the final option. I could simply do it one string at a time. This ups the challenge in some areas because increased finger movement and memory usage, but at the same time, but conversely, it make allow to be develop accuracy, memory and speed the best. It might take me more steps and give me less shortcuts to playing the music, but in the long run it might be a better and more effective way of learning. I think I had a better way of putting that analyzation out, but I've forgotten it by now.

What do you think is the best method to practice my finger transitions?

When I played it, I went like this:
2nd finger on the 3rd of the B, then put down 1st finger on the 2nd of the G and 4th finger on the 4th of the D at the same time, then moved the 1st finger to the 2nd of the D and removed the 4th finger. Generally for acoustic sounding songs like this it doesn't matter overly much if you move you fingers all at once or not, however if you want to let the strings ring and only play one note at a time then you can move your fingers one at a time. Different approaches for different sounds.
