In the wake of the Infection a small company called Talon Corp pooled its resources together with a soon-to-be former paramilitary group called Eagle Company. Chances are the water you are drinking, the trade routes you are walking, food in trade, the limited amount of electrical power, and the bullets you fire are from them.
This all changed when Hiro Akita lead a bloody coup that killed his mother, father, and all of his siblings, commonly referred to as the Rise of Hiro Akita. The youth with a dictator complex, vision, and charisma bit by bit took over the Western zones of the city, turning it into a walled kingdom where the quality of life varies greatly depending on one's societal position. The Dominion kept up the trade ties and contracts with the other two factions while taking in the lions share of former Legion members who were of no use to the other factions. An Isolationist power of the waste... but with the weakening of the other two, maybe it's time to live up to the Imperial title... All Hail the Emperor!

During Hiro Akita's rise to power, he used his dictatorial controls to blistering effect. While his family controlled a water and power plant and some industrial sites, in general, they originally ran things in a low-key manner however, with Hiro's rise to power, the factories and other restoration projects went overtime in his 7 year rule. Now, what the Imperial Talon Dominion lacks in the individual skill of the Deathwatch and the technology of the ASC, it makes up for it in numbers.
Prewar military equipment can be found in its arsenal, from T-55 tanks to the M1-A1, MI-24 Hinds and the like though these are often kept in reserve as the focus is usually placed on Artillery and Infantry combat. (i.e. RP bosses/event aids only) Using his light policy where pretty much anyone can live in the Western Zone or as is now called "Talon City" life is much better... if you don't mind having no freedoms.
The general, the population short of those serving and fighting is given no education and is even taught that Hiro is a god with a specially trained religious caste to encourage this. No one questions a Imperial Decree. Anyone that does is shot. The lowliest caste lives in the outer region protected by the wall, Anti-tank, machine gun, and Artillery emplacements. The standard of living there is in between middle ages and the 1800's and generally, this area is not seen by "guests". They as with all other segments of the population are encouraged with food rations to birth more offspring for future expansionist plans.
Next is the Central district, where officer caste lives: those that run the factories, work with "advanced" weapon systems, or are otherwise useful. The standard of living here is comparable with the Deathwatch, minus more food. Then there is the Citadel itself, where Hiro, the high officers and the families they have are allowed to live, these places are often clean, pleasant, and secure. Though the standard of living is still slightly below the Senior ASC.
The ITD can call hundreds if not thousands of troops to battle, though most are of the Auxiliary rank. In principle, the Imperial Talon Dominion is a trade Empire that now harbors... grander designs.

Councilor: Has power armor of the type of Hiro uses, see bio. Weaponry is limited to short-barreled high-velocity guns, missiles, chain guns, giant blades, etc. Armor is made of Aegis. Generally these people are the only ones with a real say over matters and advise the Emperor. All of these are meant to be loyal and have more skills than just battle. Available (3)
Legate: Weaponry, skills and intellect comparable to non-enhanced Deathwatch and ASC members, limited Aegis plating, modern military weapons, etc. Available(5)
Tribunal: A step above officer, normally allowed to live in the Citadel as with the above-mentioned ranks, armor is like that of the commander, weaponry is more similar to those used in the Cold War or 90's era, or melee. Some of these are noncombatants but otherwise outrank a standard Centurion. Unlimited
Centurion: Better living standard than most Auxiliaries, can be part of a tank or gunship crew, modern kevlar or titanium armor, modern mass produced weapons. This title also goes to those who oversee non-military operations. Unlimited
Auxiliary: These are rank and file cannon fodder troops, indoctrinated, stupid, loyal. They are generally conscripts with limited body armor, Cold war era, in some cases even earlier weapons, those who are lucky to survive three patrols, battles, or wall duty are promoted to Veteri and gain better food rations and metal plate armor. They seem more like something out of the First or 2nd World War, great for killing undead but little else. Unlimited
