I think you have misunderstanding about what Saki said:

What she said was:
「もし、秋月真理亜がこの世に生まれてこなかったとしたら、

Translation:
If Maria Akitsuki had not been born to this world, there would not have been so many people losing their lives at the end...

About Shun and Satoru

As for meaning, I think it is like what anime has explained, it is a way to share fondness and affection like the Bonabo monkeys and it is a marvelous way to relieve stress too. What the anime does not make clear is that the society and culture is very permissive about this, and even incorporate it as part of their education. That said, just like friendship can blossom into romance, friends who engage in sex may later become a committed couple. This is kind of like our real life, except that instead of just friendly chats in our world people in this world may also engage in sex as a sign of close friendship.
