You confuse women as such and moral guards, because in modern realities, most moral guards will be girls. In fact, anime's female audience is so broad that many don't even realize that anime has a gender demographic and wonder why "most shows pander to men".

This combination of factors makes the market something that “panders to men”.

A huge number of undeniably straight women watch yuri bait shows and get into yuri shipping because they think it's cute and because many find all-female shows relatable. Even the producers of the biggest waifu bait franchises talk about it directly. But the question is different.
