He had but there r certain conditions that allowed goku to tap into ultra instinct. Broly didn't threaten universe 7 to he erased let alone kill a single soul. Goku realised broly was a good guy and tried to persuade him to switch sides mid fight. U should have already known this if u watched dragon ball super :)

Yes I do think he is the most powerful Saiyan currently in the anime. But Vegeta and Goku have mastered abilities that are equal to destroyer gods right now in the manga. So I would at this when the new stuff in the manga get animated Vegeta and Goku will be the most powerful saiyan’s. but who knows the manga and the anime are very different and Broly is not even in the manga.

Goku didn't master MUI back in the Broly fight so he wasn't able to transform at ease, especially now that we learned that you have to be in a completely calm state to go into that mode. The fight with Broly was chaotic and Goku was way too excited they were barely able to teleport away to piccolo, there was no time for Goku to go Mui even if he knew how.

But there is still one big question left: if the competence of the ultra instinct could be surpassed by a specific but still unknown KI power value and/or if the UI stands in a relation to the KI at all.

it's already been stated that the god of destruction of jiren's universe is stronger than beerus. It has also been stated that jiren is stronger than that god of destruction. So jiren is certainly stronger. Mui beat jiren with ease so goku is stronger than beerus. I haven't read the manga but beerus hasn't gotten stronger in the anime yet.
