Anyway good chapter, confused why Kenshin talks like "This one is he..." "This one is..."

Hitokiri Battousai is the title that was given to kenshin being the strongest assassin during the bakumatsu(Revolution). Hitokiri means Manslayer and Battousai means Master of Sword Drawing.

I'm assuming you haven't read or watched the original Rurouni Kenshin (which I recommend you should ^^).
Kenshin doesn't refer to himself using regular Japanese pronouns for "I" but instead uses the very polite and humble "拙者(sessha)" which can be translated as "this lowly, unworthy self".
It's translated as "This One" to retain the flavor/feel of the original dialogue.

Another phrase that's hard to get across in English translations is Kenshin adding "de gozaru" to the end of his sentences. Translators who try to show this verbal tic of his, have Kenshin ending his sentences with "that I would" or "that I am" or "that I do".

A lot of sources coupled with acquired knowledge of the culture and language over the years as I wanted to understand Kenshin's verbal tics.
If I had to sum it up, first it would be the volumes published by Viz Media and the translation notes at the back of the book and in between chapters. Next it would be the anime where you can clearly hear Kenshin's manner of speech and the translator's notes on that manner of speech.
I'm sure if you google "sessha" you can find out more about the meaning and what it meant for samurai to address themselves like that.
