I wouldn't mind seeing it reanimated, if you look at it past the animation drop in quality, you can see the potential it had. I would love it if this horror classic was reanimated to get fans into it because most people rather watch anime than read the manga. Maybe it could even air on Toonami again except it isn't made by Adult Swim this time around. I really hope it gets remade because then the Uzumaki fanbase and anime fans can have a anime that they can watch every year in the Halloween season. Maybe we could see Netflix or another anime studio make this become a reality.

No because it was almost cancelled. If it is done again it would be by a separate project and it likely wont use the same animation so it's not going to happen.

Since the IP belongs to adult swim, they will be producing it even if there would be a remake. Looking at the decision making skills of the people at the top, I doubt it'll be any different than it was with this.
