assuming it's indeed a sequel, then chapter 1 is hopefully just a sort of recap or intentionally done as part of the plot. in page 44, notice the skull in the moon. the other time the phenomenon happened was back in chapter 19 of the original Kaibutsu Oujo, when a monster resembling Lovecraft's Great Race of Yith trapped everyone in their dreams. also, considering how brief chapter 1 is with the introductions and everything, I doubt Naitomea will be a reboot.
artwork-wise, the original Kaibutsu Oujo started polishing up around chapter 15 but didn't truly develop until around chapter 26. imo the artstyle really picked up around chapter 32 and the best art I've seen out of the entire series is during the Princess Express arc. at chapter 53
is when you start noticing the lines getting thinner and there are less curves. chapter 60 is when some scenes start to show noticeable decline in quality, the lines became thin and rough, there are more angles and straight lines than curves, and also weird postures and proportions. chapter 60 is where you start noticing some very stiff and angular shoulders and straight-hanging arms when standing in a neutral position. but overall at this point everything is still quite aesthetically pleasing. after chapter 60 you start to notice changes to the shape/length of the faces and jawlines, and also the mangaka add highlights to the eyes of royals less and less frequently. the issue with stiff posture would persist for the rest of the series, while in the last chapter you could tell the mangaka tried to "round out" the facial features a bit.
compared to the original, the art in Naitomea is overall an improvement (although imo still not as good as the artwork around Princess Express arc; some scenes do come VERY CLOSE, however). the mangaka brought back fuller lines and more curves and most importantly, no more stiff-shoulder postures. but there are still instances of wonky proportions. Hime's face now appears rounder and fuller and holy shit this is the most expressive I've ever seen out of her. seriously, in the previous series "playful" is not the word that comes to mind if I had to describe her. her overall figure gotten fuller as well, she is now comparable to Reiri

so chapter 2 just came out, the skull moon is still in effect, and the rabbit/aardvark from chapter's 33 and 85 in the first series made an appearance, which further suggests what is currently happening does not occur in the physical world.

Hopefully someone pick up this title and translate into english, and hopefully this is a sequel and not a mere remake where everyone meets for the first time.
