Top3 of the best written characters in DBZ in my opinion consists of (random order): Piccolo, Vegeta, Future Trunks.

Vegeta has the best character arcs and overall development, but I’m just in love with the idea of Beerus becoming that overpowered gag character.

So probably both, Vegeta and Lord Beerus.

I would say Piccolo in the entire DBZ saga (plus I love the interactions he has with Gohan), but Vegeta had a great development in the Buu saga.

The truth is that both are very good characters.

Piccolo's character development is the best. From the evil menace he was in the original series to sacrificing himself for Gohan.

Vegeta and Piccolo, both are the most developed characters, they always met new challenges and their personalities changed somehow with them.

I'd say Piccolo. He's the evil side of a nameless namekian who starts to reflect on himself when "raising" (more like observing Gohan rasing himself). He creates a bond with Gohan and through that bond he completely changes as a character.

Vegeta is the same as in him having a redemption story arc, but is isn't as well written as Piccolo. His redemption story kickstarts after he for absolutely no reason gets into a relationship with Bulma. Vegeta gets better story arcs later on (Moro arc) but initially his catharsis is what I'd call lazy writing.

So in that sense I'd say Piccolo is the best written db character.

Another shout would be Gohan. The plot essentially builds him up from episode one of dragon ball untill it culminates with the end of Cell saga. Gohan starting off as Pacificst who doesn't like fighting and simply wants to lead a normal life, is forced to understand that he will have to fight in order to protect what he holds dear. His strength being foreshadowed in every arc prior (his bursts of strength throughout Saiyan and Namekian saga finally bursting out when Gohan is enraged. Gohan was definitely being built to become the best dragon ball character, however buu saga happened. Toriyama changing his mind on Goku passing the baton to Gohan as the MC did kinda ruin his character because it literally made him go back on what he learned from the cell saga. (many ppl think Toriyama gave up on the idea on making Gohan the MC because of the fans, but they're wrong. Toriyama states in an interview that as much as he tried, he simply couldn't think of Gohan as the main character so he scratched that up and brought Goku back). Buu arc had so many inconsistencies in characters that made Cell saga kinda pointless in the end. At least he tried to fix Gohan with the super hero movie, by having him realize what the point of Cell saga was all along, so there's some hope at the end of the tunnel for Gohan after all.

Piccolo. He starts life as the reborn demon spawn baddy, and grows into the master of his rival's son. His character arc is easily my favorite.

i think gohan is the well written character in Dragon ball z. In the childhood time, he has to struggle with some powerful characters. even brutality beaten by enemies. But his character development is so smooth.

Gohan, easily. The way Z used him in finding a replacement for "Kid" Goku in a larger than life story but with a unique personality plus building up to his potential all the way till Cell, hinting at it little by little. Its super satisfying to see the torch pass on.

Vegeta if you’ve actually paid attention to how he started and pay attention to who he became when he sacrificed himself thinking he’d kill majin buu it’s hard to say that it isn’t vegeta

imo gohan but before super hero before top, him giving up fighting to be a scholar was great and I hate he went back to fighting alot of ppl say he was disappointing but I think they misunderstand gohan as a character

I’d say either Vegeta, Piccolo or Gohan. Vegeta definitely has the best character development going from a villain to an antihero and then later a full on hero, similar to Piccolo. Gohan also gets way too much hate. Ever since the Saiyan saga, his life was suffering, not as much as Trunks but it was still bad, so I don’t blame him for becoming a scholar

For me, it's have to be Bulma. From the annoying self-centered teen she was presented as at the start, to becoming the best support and friend to everyone despite having 0 fighting power. The exact opposite of Chichi who just became more and more annoying after the original Dragon Ball series.

Taking only Dragon Ball Z into account, it'd be between Vegeta and Son Gohan, and I'd personally give a slight edge to the latter, though I'd understand someone opting for the opposite.

However, if we're looking at Toriyama's original work, which means Dragon Ball, the manga, Son Goku is definitely the most/better developed character from the first to the last chapter and anyone who can't see it haven't actually read the entirety of Dragon Ball and/or equals character development to a simple "good to bad" progression or vice versa. Son Goku would then be followed by Piccolo, and then the two Dragon Ball Z contestants, who could maybe challenge the Namekian for the second spot depending on some aspects.
