Can anyone explain exactly what happened between Natsumi, Miyuki, Nakajima and Honda the past three episodes?

I think it's very possible that details were lost in translation, but as I understand it, Miyuki was secretly jealous that Natsumi was being groomed for a promotion and she wasn't, and basically threw a massive self-destructive temper tantrum asking the Chief to assign her a new partner, suddenly giving her relationship with Nakajima the cold shoulder, and going out of her way to spend time with Honda?

That seems really out of character though? I realize Miyuki has a competitive streak that rears its head from time to time, but she's also supposed to be the level-headed analytical one, and a bunch of episodes this season have been about her developing relationship with Nakajima with the possibility of marriage? (Which Sena even mentioned to Daimaru in episode 23.) Two-timing your boyfriend for kicks because someone you work with is getting a promotion and you aren't is something I could see from a headstrong rebellious teen, but for a policewoman with a career and marriage prospects, it just seems crazy and unbelievable?

If anyone has a different perspective/insight on episodes 21-23, I'd be really interested to hear them.

It's not even about the jealousy, it's about Miyuki trying to cope with Natsumi's absence. If you think back to the first season, you might remember Miyuki being down and it had only been 4 episodes in. Also, rewatch episode... 10, I think. The one where Natsumi is trapped in the subway. There you learn that Miyuki secretly admired Natsumi from back in the police academy. Not only that, Natsumi has grown on her more than anybody else, she basically couldn't imagine her life without Natsumi by her side. And then Natsumi accepts her promotion without hesitation which is probably what bothers Miyuki the most.

No, you've got it wrong. It's really not about competition, it's about her destined partner leaving her behind. See my remarks above. To sum it up, Miyuki is devastated and needs emotional support. Now, the best thing to do would be to talk it out with Natsumi directly (this is what ultimately happens), but Miyuki is being Miyuki here and can't face Natsumi. Her other colleagues could help somewhat, but only to a certain extent, in a superficial way. They are not an option. She could have turned to Nakajima, but a guy who's already flustered when she's standing near him is not really much of a help. Besides, he's her love interest and it just feels awkward talking to one's love interest about the loss of a very dear friend, especially for Miyuki.

That's where Honda comes in. He is introverted like Miyuki, he shares the same passion for mechanics as Miyuki, he lives in his own world much like Miyuki, she feels at ease around him and - most importantly - he, too, has to deal with a loss of a person dear to him. It's the best support she can get. Which led to her relying too heavily on him and therefore getting closer to him than she needed (it's showing a little in her facial expression when she is alone or at work where Nakajima or when she sees Megumi that she knows she might be going too far). Cue Nakajima who sees them together and jumps to conclusions. Cue Natsumi who calls Miyuki on all this at a time when the least she wants is talking about the mess. That's how you get episode 23.
