think of it as a natural occurrence in their world just like how we have physics (gravity)

i think it is somehow explained in the series about how some people just got lucky to have the genetics to have the powers just like mob brother who don't get the power or have weak power

in their world, psychic powers are no more unique or special than smarts, height, or body odor. they’re just something that a person can be born with, and the actual value of the powers is entirely based on how other people perceive these espers. the only reason that mob and other espers are seen as unique is because, in their society, “special powers” are considered to be miraculous and incredible, when in reality, they’re no more special than any other trait or ability that one might be born with.
