Are episodes 20 and 21 (titled Meiji Swordsman Romantic Story Act Zero) filler?
Or is this part of the manga?

It wasn’t apart of the original manga. It’s a part of the RK:restoration manga which is a retelling of the first 7 volumes of RK with alot of differences, act zero was an extra chapter thrown in at the end of the first volume of that spin off. So it’s officially made by the author so I wouldn’t quite call it filler, but it’s also not in the original manga so it’s not exactly canon, so I would just say it’s anime canon.

It's officially Canon to the Original Manga.
That's also why it uses the subtitle of it , when all of Tokuhitsuban does not.

The old anime had a ton of filler if u never watched it. But i never read the manga myself so idk, then it got canceled i think? and manga has a proper ending? which i hope we see here

Yeah.
Almost half of the 94 episodes are fillers...

Yeah.

Episodes 63-94 are all fillers , without exception.
They were also not very good , so the audience percent just dived down , until it was decided to cancel the show.

Yeah. It also got 2 Epilogues. A Sequel Manga started a few years ago tho.

Note that the 1996's Anime did got an end. Actually , even 3.
- There is the VHS-only Special (considered as episode 95) , which is an open-ending.
- The Seisou-hen OVAs , which are an Anime-Original ending. It went for a tragic story.
- The Collector's DVD-BOX's Special , which adapts the last few panels of the Manga.

If this 2023's adaptation gets multiple Seasons , we'll see the 3rd one , with hopefully some of the Epilogues.

@Truzzle Nah, one was a boring mess, the other was just a good enough side story, considering it was just a filler thing.
Their execution is night and day in terms of storytelling. Most of the filler for Kenshin was straight bad or terribly dull, but the Christian arc was the sole exception as far as I remember. It was for a while the only filler arc worth the time checking for decades in forum discussions, and it was short enough that people at times put it on display on anime events in my country back when Kenshin had higher popularity.

Whenever I revisit I still remember it being the one thing Deen did right in the third season, I wonder who was the scriptwriter for that one.

Sources usually say that the writer for anything except eps 79-82 (by Kouzou Kaku) was written by Nobuhiro himself and then adapted into screenplay.

Michiru Shimada (big early One Piece veteran before the pacing went to crap, and main screenwriter for all Little Busters! anime stuff) was the one responsible for it and almost half of the eps for Kenshin overall, so at least in there I can see anything in terms of execution, I guess.
