.......she had a clear motive though. She was led to believe the talented killed her parents, along with blaming herself for the murder, which made her easier to manipulate.

She also has made an agreement with Tsurouka to create a fun for orphans. There are other ways to do that, but it did show her endgame was more than just killing people

And so is the talented children that was brought to the island, they are made to believe that such thing as "enemy of humanity" existed and that they need to work together to defeat said entity. Then Hiiragi Nana comes along and just attempt to murder every single one of those innocent kid. Kyoya NEEDS to put an end to this barbaric b##ch

Don't forget Yukka and Tsunekichi weren't that innocent. Nana was sent there by the same people, who kept decieving Talented and the whole world with this EoH war propaganda. The same people who traumatized her, brainwashed her, and turned her into merciless killer. The same people who did the same to previous young girls before Nana in order to secretly dispose of the Talented in the past. Nana is just another disposable pawn mentally enslaved by the goverment, to do it's dirty work.

Kyouya doesn't have to because

I'am not saying her actions were justified or her actions should not be forgotten, or she should not recieve any kind of punishement. I'am saying there much more to her situation, which people should also take in cosideration, then just ''Nana is true enbodiment of evil, because she killed few of her innonect classmates''
