Simply put: no, it's not a harem... thankfully.
The male mc does interact with a lot of females, though; It's mostly conversations to deal with occuring events, learning about magic/etiquette, negotiations...
Having just finished Volume 7 of the English translation, the first reply still holds true.
What didn't get mentioned is that the reason it isn't a harem is because the MC doesn't want one; the society he was summoned into has no hang-ups concerning concubines.
The reason?
The abilities required to be throneworthy are genetic, and don't appear in all offspring of a given lineage. As each realm has its own distinct hereditary gift, the possibility of the gift being lost due to no one in a given generation inheriting it is a matter of concern that is best dealt with by seeing to it that those who have inherited it have as many offspring as possible...all of whom are acknowledged and held fast within the lineage; you don't want the gift to somehow fall into the hands of another polity, after all.
The MC is a romantic; he wants to hold fast to one true love. To him, having concubines would be a betrayal of the one he is married to.
He really does not grasp that the Queen would be ecstatic if he accepted some of the offers of concubinage presented to him; it would strengthen the lineage both in numbers and in active alliances with the other noble houses within her realm.
To her, while it's a really nice thing that he loves her as he does, that doesn't mean his having concubines would dishonor her in either her own eyes or that of society; in actuality, it's really hard for anyone to believe he's the one objecting, and his not having concubines is what threatens her position, as that can be used to undermine her standing by her political enemies noising it about that she is the stumbling block.
It's a clash of cultures.
It does impact the storyline.
There is the possibility that he will eventually come to internalize just how much his stance is threatening the position of the one he loves and that she'd really rather he acquiesce in this matter...at which time it might start shifting toward a "harem" of kinds, but it's pretty clear that if that ever occurs...the only concubine candidates he'd consider are strong individuals in their own right.
Those he'd accept would be those who could aid in strengthening and expanding the Queen's power base due to their abilities and personalities.
He's never going to be tossing maids on the bed and having his merry way with them...even though that's precisely why all of his attendants are attractive and fertile...the lineage is that reduced in numbers.
He's not oblivious to the interest expressed by women.
By volume 7, he's already had one child with the Queen, so it's not that he has no clue what to do.
He sincerely does not desire a harem.

^^best describes the manga and answers your question.
I've read up to 11 volumes and the situation exactly remains the same.
He has taken his first concubine due to political considerations and his wife's request. And I personally think no of concubines is likely to increase in the future. But it's unlikely that there will be any physical intimacy b/w them.
It is shocking to find how many people do not believe they can learn, and how many more believe learning to be difficult.

Too bad, it’s the main thing I think holds this series back.
No, it's not a harem in the classic shounen manga sense where a guy surrounds himself with a number of p****-teasers, each with a different cliched style, who like him for no reason at all.
It's a realistic royalty and politics manga where a king is expected to have concubines, despite the fact he does not want to, added at a pace of one each 7 volumes or so, with proper character development and reasons for you to actually care for these characters.
