Besides being blind in trying to figure out any of the symbolism which would be awesome if you share with us.
My biggest concern is not understanding how the wolves survived...

Was there any hint on how we were supposed to understand how everyone isn't dead? I know they only showed Tsume, Toboe and Hige but I'm assuming everyone else is also alive if they're alive.
Anyone know?

My assumption is that the original world did actually die. Kiba was "the Chosen Wolf" and Chezza transform to flowers in order to recreate the world one reason why lunar flowers were all over the world. The reason why Tsume, Toboe, Hige, and Kiba reappeared in the new world is because, the new world is created for Kiba. Only the people Kiba cared for were reborn. But that's my opinon.

They didn’t survive. The world was basically restarted from Cheza and Kiba opening the gate to paradise. Lord Darcia’s eye poisons a nearby flower in the process of this which in turn adds corruption and hate into the new world being formed. In the final scene where we see the main characters in this modern looking city they are most likely searching for paradise. It’s a pretty depressing ending.

It was a time reset thing basically, animes around the time had an "end of the world" fixation and everything had to be REALLY depressing after Evangelion exploded in popularity, every show had to do a "return to nothing" or "world reset" plot, hell even season 3 of slayers a comedy show had to do it. I feel like Wolf's rain's ending is just a sad product of it's time and really ruined what was otherwise a pretty decent series up to that point. OVAs really brought series down.

It would seem that OVAs are best not to be considered Wolf's Rain ending or sequel, but an attempt to fabricate a story in order to satisfy demand for a definitive ending after 26 episodes of the original left many people wondering. I'd say the series ended there fine even if not much was explained, but neither should it be! The series were not plain or super realistic by design, they are suppose to be symbolic, rather than making sense in every aspect and telling what happened with everyone. As it is the ending titles of ep 26 is sufficent. If you watched the series, you could imagine the continuation you like. Would the world realy end? Would Cheza wither shortly after bein rescued? Would the wolves stick together, or part ways, or would everyone continue their search - that's for the viewer to decide, I think. It seems that Kiba was relieved of his duty to be the chosen one in the end as it's taken on by Darcia, and I don't like them making Darcia a villain in OVAs. This completely reverses his character (ambiguous as it was in the original), he is much more interesting as half-wolf, merging humans and wolves in him, so he could possibly become a way to new era of humans and wolves living together, instead of the paradise being wolf-only and humans mistrusting (hunting) wolves and world's ending. But they chose in OVAs the easy path of conflict and recycling characters to create more drama. That looks like squeezing a lemon, I'd prefer the cast to have their well-earned bit of happiness and 26 episodes are as close to a happy ending as it can get here.
