I'd rather learn something by watching anime, so I was wondering if I'd actually be able to pick up the rules and such watching Saki.

Mahjong is easy, you don't need to watch an anime to play it. I just started playing it on my computer and realized pretty quickly how it worked, it's really not hard.

I have a vague concept of it being kinda like playing poker, and having something to do with finding matches, but I'm more interested in the strategy and the novelty of learning something exclusively from watching an anime.

I watched the show because it's the #1 recommendation on Girls und Panzer, which is my #2 favorite anime series. I spent about an hour reading about mahjong before I started, but found it very hard to follow and had to put in a couple more hours of reading around episode 16. It took me four months to get through the first season, and it took longer to watch each episode because I kept having to rewind and pause to try to decipher the hands that are only flashed on screen for a brief second. I can read the tiles fine now, but I still don't understand even some of the basics.

The thing about the recommendation is that whereas the strategies in GuP were a major part of what made it enjoyable, here the success of the strategies mostly seems to hinge on the players using magical superpowers to always get the tiles they need. Also the teamwork element is much less present here. Still fun to watch, but I was right to be skeptical.

More likely no than yes. In "Saki" is mostly mystical mahjong. However, this may give you motivation to play Mahjong.

I recommend playing mahjong souls it's free and has a great tutorial, you only need to understands the basics to follow this. I think if you want to learn mahjong maybe reading akagi would be better, it does give a lot of explanations of the basics of mahjong, but I would recommend the game over that.
